Zelensky Declares He Lacks Clear Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the event of a new Russian aggression.

"I am asking this very question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be sent.

Allies proposed that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.

"But as long as we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "largely finished" their work on agreeing security protocols.

Last week, the President indicated a settlement was "90% ready".

Questions of land and security guarantees have been at the forefront of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
