UK Councils Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new study of local authorities, English councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of councils are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and land to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

The group said that a high proportion of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise service redesigns and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Rises and Broader Financial Strains

This research of councils in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will have to increase council taxes next spring to address the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

A survey of regional authorities recently further found local finances being stretched by the growing number of children and older individuals needing special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

According to the latest indices of deprivation (IMD) for UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the study.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey found.
